SOL - Calif - NCO Debt??

NCO sent me a notice that says "we previously sent you, however you have chosen to ignore, etc...", i have never received a previous notice from them, anyway they are charging me for a Cap One Visa, that i last paid on 12/98. I live in CAlif, what is the SOL for this and if necessary what type of validation letter do i send???
