Do NOT open it or alter it in any way. Save it. Call the recieveing post office and see if they actually pick mail up there. CAs open a seperate mailbox for validations or will refuse to sign for CRRR mail to thwart consumers who exercise thier rights. Some people have had success at putting ATTN: Acccts Recievable on the address. If gives a hint of payment enclosed without comitting mail fraud. See if you can get a different address for them and try that one.
