Yes, this constitutes harassment. Did you ask them to cease & desist when you sent your validation letter? With CA's you have to Very Aggressive and Clearly State that no longer contact you by phone. These low-lifes have a very difficult limited comprehension abilities. And make sure you send everything by Cert. Ret. Rec. mail to document proof of their receiving your correspondence.
