worldcom wireless "why chat"

I have a problem with worldcom, in November of 01 i accepted over the phone "pre approval" cell phones to be given as a gift to my daughter, however, December 14, 01 i sent the phones back to worldcom I have the certificate of mailing from the post office that they were mailed. the phones were never activated used or otherwise they stayed in the box, I have been sending letters upon letters proving the phones were sent back and to date I am still being billed I have neve signed anything. what recourse do I have?
