Can Collectors legaly call your neigbors?

I was shocked to learn when a neighbor of mine told me the other day that he received a phone call from someone which sounded like a creditor (his words,) inquiring about me. He mentioned that they asked questions like "does he still live there", "do you know if he still has a job" and etc.
The collector is Nationwide Credit, Inc., which is based out of Atlanta, GA., they are attempting to collect a debt on behalf of American Express. I've recently run into serious financial difficulties and have not been able to pay a lot of my debts.

I'm curious to know if this is LEGAL, any help would greatly be appreciated.
