sol's and co's reporting incomplete and inaccurate info to CA's

Regarding previous post of 12 year old debt for $73. The CO is telling me that since there was a payment on this bill in 1996 (not by me) they get another 6 (sol 6 in NY) years from that orig delq date and since they just bought this account from another co on April 1, they get another 6 years. I dont believe this is true. Also if a debt has no validation (proof) is it inherently considered inaccurate and incomplete. I believe that if a CO HAS KNOWLEDGE of incomplete and inaccurate info and reports it to a CA, its a violation of FCRA SECT 623(a)1(A) AND (2) B. Please advice if this is correct. thx
