How to get a bank to report good credit?

My husband and I have always done business with our local rural bank. We bought and paid for our home through them. Bought land and paid for it. Last year when we went to a large city to buy our graduated son a truck, we found that we had no credit history. The saleslady said that a lot of times a small rural bank will not report your credit as that tends to keep your business with them. We are making two payments a month to this bank totaling almost $700 and just a few months ago paid off my other son's truck which we financed through them. When I went to sign the papers for the last vehicle, I requested that our credit be manually reported. I was assured it would be. A couple of months ago I tried to get a cell phone only to find that I would have to pay $100 up front because of no credit history. When I went to make the next bank payment I politely confronted them with my knowledge that my credit was still not being reported in order to help me build my credit up and was told that they were not allowed to report good credit, only bad. How in the world are you suppose to build your credit up if the recipient of most of your income will not report your good payments? Is there a law that states they have to report it if you request it? BTW, I just stumbled over this forum while trying to research this subject. It appears to be a very helpful one. I would appreciate any insight. Thanks.
