Credit QUESTION

My roomate recieved an pre-approved application for credit. She followed through the procedures and today recieved a denial letter. What is weird about this letter is what does it mean?
"Based on the Primary Applicant's application information, we are unable to verify application information"
Note she has an ID flag on her credit, so that no-one but her can apply for credit. She sent them verification of address and her copy of her SS# as they requested. The company was Capital One. Any ideas what she should do? Her credit is fine, it is just trying to get a card that seems difficult. Thanks.
