The instuctions from CRA's or in form letter c&d's are for those cases in the early stages of collection when accounts are assigned to collection agencies.
As to your other questions about the professional qualifications of those offering advice. Why do you ask? If someone claimed to have qualifications, and it were true, they could no longer post advice on the board.
