SOL the same for college tuition??

Hello, I live in NY state and my friend has been threatened with a garnishment of wages and judgment from a collection agency from a college she attended. According to her credit report, I think the SOL should be up this year, but it's saying due to come off in 2004. I wanted to know if the SOL is 7 years for tuition, too??
