OK- let me try to make it simple.I assume you are quoting from N.Y.'s code of civil procedure, which is the same as Mich.
Ga. has a 4 year SOL
N.Y. has a 6 year SOL
R.I. has a 10 year SOL

If you signed up for a credit card in Ga. and your first delinquency =1st 30 day late("cause of action") leading to ("accruing")chargeoff was in Ga.and you moved to N.Y.,you are in a 4 year SOL.If you did the same from R.I., you would have a 6 year (N.Y.) SOL.as the shorter N.Y. SOL is "in favor" of the resident.
Not all States have this protection,which is why I always ask on this forum which State someone is in,and where they moved from.
