Judgement - California Resident

I received a call from National Financial Systems, representing Citibank. I owe $13k. Due to family situations, I got behind and now they want to settle for $8,500 or they will have to hand it over to the attorny and have a judgement filed. I just can not pay the amount right now and explained that to them. I own a house, what can they do to me. I live in California. Can they sieze my bank accounts? Sell my house? Put a lien on my house? Garnish my wages? Please advise.
