New Bankruptcy laws?

I am struggling with my bills but am currently with CCCS and am managing with the help of other income from my mother who lives with me (they said I had to do it this way), my concern is my mother who is elderly may pass before this debt is paid off and then I would have to rely on my own income for the CCCS payment which I could not afford. I do not know what the knew BK laws will do and am wondering what will happen if I find myself in the position where I could not pay my payments and had to go BK after these new laws pass.
I own my home and a car and have not much else. I live in Kansas.
Also I have a CA that suddenly popped up claiming I have an unpaid credit account which is not being paid by my CCCS account (I didn't know about this one- never heard anything from any card company until I got a nasty letter from the CA- I am disputing this one and demanding validation- BUT if it does turn out that I do indeed have one that slipped by me, my counselor told me this particular place would insist on a payment of at least $100 a month. On top of what I am already paying I don't think I could do it for very long and have any quality of life for myself or my mother so in this scenario I think BK would be a better option but if I don't owe it I'll stick with what I am doing. My concern is the timeline of when the new BK laws would likely kick in and the effect it would have on my being able to pursue it if the law passes before I am ready.
