I think the CCCS is wrong on this regarding your mother. They should be "Strictly" relying on your own income. Unfortunately, CCCS usually works more positively with the creditors than alleviating the stress put on the debtor, and by utilizing them it "usually" re-ages your debt so that it is reported for another 7 years. What is the other income (you don't say)?
You should consider consulting with a BK attorney now before it is too late.
As far as a new debt "popping up" out of nowhere - how old is it? Amount? Don't do anything with CCCS until you find that information out.
