No, he is not breaking the law, like I said he works for the US Government and he has been posted here.
He makes US money and pays US taxes taken off his checks.
He doesn't have a job here like some US citizens whom don't pay taxes and make Bahamian money hired to work in the Bahamas with work permits.

The government gives him the right to claim Florida as his residence for tax purposes.
