I went over all three reports and you are very correct in saying Capital One is not reporting a credit limit. Only Equifax is making an attempt at this information by reporting his High credit (which is the original amount owing)This does make it look like his credit limit.
All three CRA are reporting this account as in good standing reporting paying as agreed never late.
