In general your mother is exempt from any claims from the credit card companies.
If your father's estate is not going to be probated, and if their home was jointly owned, there is no jeopardy. If there is going to be probate, then the credit card companies may be able to file a claim on his estate. I would strongly urge your mother to see a lawyer to assist her in doing what needs to be done to file any will and make sure there are no other unknown problems. If you father had credit life insurance, it would be noted on any bills from the credit card companies.
