Parking Tickets in Collections for Years

I was recently notified that I had two parking tickets from my city that are nine years old and in collections, and to pay at a discounted rate. Should I pay, or will this go away?

My credit record is clean, and perhaps they had reported it to the bureau years and years ago, or perhaps it never got reported to the credit bureau, or perhaps they can? or perhaps it's too late for them to report this to the credit bureau?

What would your advice be after nine years?!
