First, what collection agency was this? Did you take down the jerks name? Do you have an address? Write them and "DEMAND" they validate this supposed debt. Do you have proof that you cleared up this in 1999? Do not talk to them on the phone again? Send them a "CEASE & DESIST" letter as well. Also keep a chronological record of who, when, where they call you for filing a "harassment complaint" against them
By the way, Iowas is pretty nice as I remember when driving through on I-80.

According to federal law they cannot harass you but they ignore laws all the time.
