OK This is NCO a collection agency with a VERY BAD record.
Here is the thread from the last guy, I really don't believe this is an actual filing of arbitration, Gabe's airborne express was postmarked from NCO. I advised him to write the arbitration firm, which has a good reputation, and advise them their name was being misused.
I also filed an informational note to the FTC,referring them to Gabe's post as he seemed reluctant to fight back. You might try e-mailing him and see if he did anything to defend himself.
