Perhaps it would be helpful to contact your Congressman and explain this to them - sometimes they can help. Maybe they can help - maybe not! It generally is the borrowers responsibility to initiate correspondence with lender (i.e. Sallie Mae, Dept. of Ed).

Contact a Federal Ombudsman and Inspector General's Office - the Federal Financial Aid brochure has these numbers - as do the agencies themselves.

I'm guessing that you're making regular, on-time payments now. If the CA is violating the terms of Dept. of Ed. then you probably have a valid complaint.

Word of advice - don't start off being nasty with any of the parties you contact.
