As long as the green card you received has a post mark that shows when the letter was delivered, you should be okay. NCO has MANY different offices....my response came from their office in Getzville, NY, although the return address on the outside of the letter shows Buffalo, NY....but like you, I sent my orginal validation to their office in PA.
