student loan

I was recently contacted by DCI concerning a student loan. They claim I have a student loan from the early 80's from a school I never attended. I called them and told them I never attended the school they claimed. How is it possible for a company like this to be able to call me and send me leters about something that is over twenty years old? If this were a real debt, would'nt they have garnished my tax refunds that I have been recieving for the last 15 years? I am freaking out wondering if this is fraud or what! Any advice on where to go with this? Anyone out there ever here of this company? Thanks to anyone for any input.
