Credit Dispute Should I pay or not?

Hello, I had been to Midas Auto shop who ripped me off for over $700 for fixing the parking break. However instead of fixing the problem they made it worst and couldn't rectify it even after 2 visits. I then got my car fixed from another mechanic. I had been through lot of hardship to get my car fixed and do correspondence with Credit card company (Chase Bank) to put this transaction in dispute. The credit card company did issue me a credit but after 7 months the charge appeared again. They mentioned to me that they were able to get only $102 credit from the merchant and they want me to pay the balance of about $666. I had already filed a complaint against the merchant with the NJ State dept. of consumer affairs. I also filed a complaint against the bank with Comptroller of Currency for the extra-ordinary delay in dispute resolution. I was under impression that the Regulation Z provides protection for the defective goods and services. Does anyone know more about this? Any advice? Should I pay up or not? Thanks! Ram
