Was Citibank in the original agreement with the DN. If not, I would see if the negotiation company can come to some agreement with Citibank. If they are, I believe they are bound by the agreement, if you have kept up your end of the deal. I would not take any money out of your 401K until the Citibank issue is cleared up. If there was no agreement or you cannot get an agreement with Citibank, they can seize your bank account, therefore taking the 401K money! Keep your bank balance(s) as low as possible, just in case. Continue to pay your debts through the DN, take the loan on your 401K to pay Household off, AFTER the Citibank stuff is taken care of. (I would get rid of that debt ASAP.) If anything happens, you would lose your home to them.

This is JMHO (just my honest opinion) and what I would probably do. Of course I could be completely wrong in what I suggest. Any other opinions?
