CA Validation Arrives or is it

After 2 months of validation requests to a CA with no reply I sent a third letter stating they have not replied within 60 days and therefore presume no such debt exists, today I received from the CA what appears to be a computer generated bill with medical charges and another with payment history supposedly from culligan soft water, nothing from the Doctors office or Culligan with my signature, although the mini miranda is all over them as well as the name of the collection agency and where to send payments in the form of cash/cashiers checks only, any suggestions on this would be great. is this considered validation? i live in florida. and the collection accounts will purge next yr, I just want them off the reports.
