Pacific bell bill

Hi there,
I have a 2000.00 bill with Pac Bell that has gone to collections with American Agencies. I've contacted them and told them i'd tell them 200.00 per month but they wouldn't accept.
If i just start sending money are they obligated to take it or can they refuse it?
