A couple of years ago, several State's Attorney's sued Blockbuster over it's late fees. I don't remember all the details, but they were suppose to amend their ways and make a lot of refunds. I know that I use to have $50-60 in late fees that just "went away".

BTW- library fines - there is a well documented case in GA where a woman failed to return a book in a timely fashion, the local PD got a warrant for her arrest, broke down the door, took her out in handcuffs etc.
