jurisdiction of a collection agency summons

someone i know has been summonned for debt that was incurred by a former spouse while they were still married. the thing is, the debt was incurred in a different state, and as part of the divorce agreement responsibility for debt was supposed to be assumed by the party that incurred it. is it legal for my friend to be summonned in a different state for a debt he did not incurr?
