Statements (Please help!)

Hi!
I am in California, I want to know if I send a CA a c&d letter can I start talking to the CR to get statements. I have received nothing since last September and CA says they do not send statements and refuse to show any transaction activity. I am sick of them and want to deal with the CR Citibank because I am paying them $100/month through CCCS and there is no need for the CA. What are my chances with dealing with Citibank to get statements to show where my money is going? Thanks,
