student loans

My husband has over 60 thousand in student loan debt. they are in default and we live in Kansas. So far, they have not come after him...they went default in 1996. We were never able to afford the payments and still are not able to afford the payments on them (at least 300 a month). Is there an SOL at all on student loans? Is there anything we can do? We just got a collection letter...how much can they garnish. If my husband already has a garnishment, can they garnish an additional percentage on top of that? We don't mind if they garnish some, we just can't afford 3-4 hundred a month payments.
