Are these federal student loans? If so, yes they can garnish, seize income tax refunds. The worst thing was ignoring this. You need to contact the lender who held these student loans and also "Sallie Mae" for further info. You may be able to rehab these loans providing you make regular monthly payments - and then be able to pay the lender directly. You also could have asked for graduated payments or consolidation - I don't think those are available to you under the circumstances. You can also try contacting your Congressman for assistance. BTW - a garnishment tarnishes your credit for many years. For Federal Student Loans (most) there is no SOL. Don't wait
