So your dealing with a Collection Agency, and have sent them a validation letter. Did they respond to it? What did they send? Do you have the paperwork from the original settlement? I have settled with credit card company six years ago, I knew enough to get everything in writing but didn't know to get deletion written in there. Life is a learning experience.
