Actually, as per Section 805(a)(1) of the FDCPA:

"In the absence of knowledge of circumstances to the contrary, a debt collector shall assume that the convenient time for communicating with a consumer is after 8 o'clock antimeridian and before 9 o'clock postmeridian, local time at the consumer's location"

So it's before 8:00 AM and after 9:00 PM, not 8:00 PM. Correct me if I'm wrong, but isn't it a moot point, anyway, since it's the collection department of an OC calling? To the best of my knowledge, OC's aren't bound by the FDCPA, only CA's.
