CA trying to collect expired debt

I received notice from a CA a couple weeks ago about a 10 yr old charged off debt. This chargeoff has fallen off of all my credit reports. I'm aware that this account is legally uncollectible, the SOL having expired. Should I ask for validation(what would be the point?), or simply send a cease&desist letter(should I state the SOL had expired)? Also, did the CA have permissible purpose to pull on hard inquiry on me due to this expired debt?
