C & D Violation?

I recently sent a third and final valadation request to a CA who signed for it on May 20, 2002. I also put a cease and desist statement in it. On June 1, 2002 i received a statement from them. Are they in violation. Also, they did this last month around the same time which was still during the valadation period. They have not supplied me any sufficient valadation that i owe them.
