Why some creditors approve/some not?

What do I need t look for or have in my credit that
will allow me to feel comfortable that no matter who I
apply for credit from retail,furniture,bank issued
major credit cards,car or personal loan..I have a great
chance of being approved. I do ot have high debt ratios,
but I have history of late payments 1-2yrs ago. However,
it hit or miss when I apply for credit at various
retail(Sears-no;Penney-yes)Providian-yes/Citibank-no.
What are they looking for ..I get a standard letter
stating past pay history?
