As a word of warning, in many states car
registrations will not renew if you don't
pay your parking tickets. Driving with
a "suspended" car registration is a
criminal offense, not a trivial civil
offense like not paying off your credit
cards. Being arrested, having your
car impounded, and ending up on probation
are not fun things.
