If it is a Visa or MasterCard, perhaps you could
send a complaint to the relevant card associations,
with a copy to the card issuer. Also try the FTC.
Unfortunately, none of these organizations will get
involved with individual consumer disputes, and will
only engage in general penalties if a large number
of complaints come in, showing a pattern of abuse.
