New Law on 7 yr. reporting?

I am working with a company to clean up my credit reports and increase my FICO score. I was just told by their representative that even though the original date for reporting a charge off is past the 7 year mark, that if the debt is purchased (by NCO, Gulf State, etc.) that there is a new law that says it can still legally be reported again and the CRA's don't have to remove it. Is this true?
