mother-in-law's bill collectors

My 78 yr old. mother-in-law recently was admitted to a nursing home. She lived with us for several years. Now a collection agency is calling my house asking to speak to her about her delinquent bill. She is on Title 19, Medicaid. She has no assets, Just Social Security. All except for $54(personal living allowance)of her Social Scurity check is going for her care at the nursing home. When she dies she will leave no estate. She has no property or savings. I have told the bill collector these facts, but he said "We'll find a way to get this money from her". Can they attach her check if she's dying in a nursing home? And can they go after my husband and myself for her bills?
