I would think you'de want the validation before you make an offer to settle. I understand your ideas on settling but my feelings are ...never pay a collection agency. The Original creditor more than likely won't take their name off your credit report even if the collection agency does. So it really makes no sense to pay a collection agency for removal unless they are the only ones that appear on your credit report.
