Portfolio Recovery Associates Reply to Validation Letter

My State:Ohio Type of Account: Credit Card PRA's State: Virginia --------------------- Below is the reply that I recieved to my validation request letter from Portfolio Recovery Associates. I sent my validation letter certified with a receipt. I received the reply below from PRA 35 days from the date that they received my validation letter. How long can PRA take to validate this debt? Is this a validation of the debt? I thought they had to provide a contract bearing my signature for this debt as well as a full statement of the account within 30 days. Do I have to fill out the "Affidavit of Fraud or Forgery" that was sent with the reply? Isn't the burden of proof on PRA? Don't they have to prove the existence of this debt? What step should I take next? Should I send copies of my request for validation to PRA with copies of my delivery receipts to the credit bureaus asking them to delete the PRA entries because PRA has not validated the debt? ------------ "July 5, 2002 Dear XXXXXXX XXXX XXXXXXXXX PORTFOLIO RECOVERY ASSOCIATES, LLC is in receipt of your letter. PRA understands that you are disputing the validity of this debt and that you are alleging the above-mentioned account may be fraudulent in nature and not belonging to you. We have requested that the original documentation from this account be sent to us. We will forward those documents to you as soon as we receive the. In the meantime would you, fill out, and have notarized the enclosed fraud affidavit and forward it to me. Our records indicate that PORTFOLIO RECOVERY ASSOCIATES, LLC purchased your account from FIRST NORTH AMERICAN NATL BANK on 08/28/01 when the outstanding balance was $4,XXX.XX. Our records further show that the account was opened on 01/27/99, and was charged off by the original creditor on 07/11/00.
