collection agency question(s)

A couple of questions, I am trying to settle on a credit card debt which has been sold to a collection agency...I reside in PA. This company is in no way working with me, and this is THE ONLY bad mark on my credit report. The debt is for about $3000.00
If a settlement amount has been offered by the agency, can they flat out refuse to work with you on a payment arrangement to settle in 2 payments?
If I am sending this collection agency payments anyway, can they refuse to accept? Or proceed as they claim legally?
