They know you have money!!! They want it. If they sue you just go to court and tell the judge you offered to send them a money order, but they would not accept it. Tell the judge that since they acted this way, you want proof that this is your debt, that you think this is a scam (it may very well be). Why would they refuse to let you pay, it sounds like they just want your bank information.

Send the validation letter now. It takes time to sue someone. Also, if they are saying that, and it is on your answering machine, keep the messages!!! Keep eveything.

I thought you said Citi was reporting this amount on your credit report. If they are reporting it then they should talk to you about it. Dispute this with the credit bureau and see if they verify it. If they sold it, then it should be listed as "sold/transferred" with a 0 balance.
