Oops - my mistake. I read and linked what you had provided, but I was under the impression that WFF was both the owner and the legal owner, as it was a leased vehicle. If that was the case, I wouldn't have needed to be provided with notice.

As for the amount requested by OSI, I presume that is the defeciency. Are there any requirements for notification there?
