Small Claims Court Min/Max?

I know that Small Claims has a maximum claim of varying amounts according to vicinity. But, is there a minimum? I'm dealing with a collection agency who's been lobbing vague threats to sue over a less than $300 amount. I'm trying to ascertain whether or not I've got them on false and misleading bullcrap.
