credit problem

When I was a kid, my mom signed me as a co-signer of a credit card. I have never used this credit card but my mother has maxxed the card out and now I have credit problems because of her. Do you think that there should be an age requirement of when a person should be able to sign on to a card and when they should be held accountable for it based on age.
