I have sent register mail with signature required to a PO BOX, as long is a legit address.

This is per the post office clerk. A yellow slip is placed in the box. When the person picks up the mail, lets say John Doe who is authorized to pickup mail. He brings this slip to the clerk. John Doe have to sign this slip in order to received it. The green slip gets send back to you. Whether that is permisable in courts, I dont know. Yes, sending certified with signature required mail can get expensive but is worth every penny.
