collection agency who refuses to give postal address

can a collection agency refuse to give their postal address? this collection agency is 'national capital funding' from buffalo, NY. they claim they accept payments only by western union or by checks over the phone (i am uncomfortable giving them my checking account information).

the original account is providian, and it got charged off in 1999. i made a payment through the first collection agency, unifund, in december of 2001, then it got sent to national capital funding in march (and i received absolutely nothing from NCF). NCF just called me from out of the blue making threats such as legal action and said i could be imprisoned for 2 years. i did not think a collection agency could act this way...i thought they would have to send me a written agreement. i also did not think they just just suddenly contact me with no notice making all these threats, and keep their postal address a secret.
